PILOTs: The Good, the Bad, and the Ugly

Many developments that are breathing new life into communities today would not have been possible without tax incentives that help offset the high cost of redevelopment. These projects have created jobs, helped towns meet their affordable housing obligations, enhanced the municipal ratable base, and brought vacant, contaminated, or underutilized land into productive use. This session will explore planning objectives, statutory requirements, the art of negotiation while ensuring project viability, as well as a recent bill introduced in the legislature that would impose prevailing wage requirements on private projects receiving tax abatements from public entities.
